In fact, it's the law.
What should you do if you must work or conduct any activity within 10 feet of high-voltage power lines? Arkansas Code 11-5-307 requires any person, firm, or corporation to make a written notice to the appropriate utility company and the Arkansas Department of Labor, Safety Division before proceeding with the activity.
